Short description

Electricity Supply Board (ESB) proposes procuring a multi-contractor Framework Agreement for the installation of a North-South 400 kV overhead line. ESB is undertaking the procurement of the framework agreement on behalf of itself for works in the Republic of Ireland (ROI) and on behalf of Northern Ireland Electricity Networks Limited (NIE Networks) for works in Northern Ireland (NI) and is the Contracting Entity for the purposes of this Procurement. The successful Contractors to this Framework Agreement should be willing to undertake works in Northern Ireland on behalf of NIE Networks and in the Republic of Ireland on behalf on ESB. The multi-contractor Framework Agreement will involve the construction of a single circuit 400 kV overhead transmission line supported by circa 401 towers for a distance of circa 140 km from a new NIE Networks substation at Turleenan, Co. Tyrone to the existing ESB substation in Woodland, Co Meath.

Description of the procurement

Electricity Supply Board (ESB) proposes procuring a multi-contractor Framework Agreement for the installation of a North-South 400 kV overhead line. ESB is undertaking the procurement of the framework agreement on behalf of itself for works in the Republic of Ireland (ROI) and on behalf of Northern Ireland Electricity Networks Limited (NIE Networks) for works in Northern Ireland (NI) and is the Contracting Entity for the purposes of this Procurement. The individual Framework Agreement will be a tri-partite agreement between the Contractor, ESB and NIE Networks. The successful Contractors to this Framework Agreement should be willing to undertake works in Northern Ireland on behalf of NIE Networks and in the Republic of Ireland on behalf on ESB. Drawdown of call off contracts under the Framework Agreement will be as either direct award or by mini-competition with eligible contractors.
Post-award of the Framework Agreement, ESB will be the contracting party that is responsible for call-off contracts awarded for works in the Republic of Ireland (ROI) and NIE Networks will be the contracting party responsible for call-off contracts awarded for works in Northern Ireland (NI).
The multi-contractor Framework Agreement will involve the construction of a single circuit 400 kV overhead transmission line supported by circa 401 towers for a distance of circa 140 km from a new NIE Networks substation at Turleenan, Co. Tyrone to the existing ESB substation in Woodland, Co Meath.
Without prejudice to ESB’s rights as set out herein and in the pre-qualification questionnaire, please note that all relevant consents have not yet been received for the entirety of this project and ESB may therefore cancel this procurement process.
