Short description
SOLAS has national responsibility for the development, monitoring and administration of the Construction Skills Certification Scheme (CSCS), the Quarries Skills Certification Scheme (QSCS) and the Safe Pass health and safety awareness training programme.
This competition is looking to award the successful tender the contract for the production, overprinting and bureau service for Safepass Cards, Construction Skills Certification Scheme (CSCS) Cards, Quarries Skills Certification Scheme (QSCS) Cards and National Craft Cards
• The estimated number of cards require per year are as follows:
a) 125,000 Safepass Registration Cards
b) 30,000 CSCS Registration Cards
c) 1,250 QSCS Registration Cards.
d) 3,000 National Craft Cards.
• Drawdown of Cards will be on demand driven basis and the above figures are not guaranteed quantities.

Description of the procurement
SOLAS has national responsibility for the development, monitoring and administration of the Construction Skills Certification Scheme (CSCS), the Quarries Skills Certification Scheme (QSCS) and the Safe Pass health and safety awareness training programme. The Safety, Health & Welfare at Work (Construction) Regulations 2001 and subsequently the 2006 and 2013 Regulations designated SOLAS as the authority with responsibility for the administration of registration cards in respect of CSCS and Safe Pass. The Safety, Health & Welfare at Work (Quarries) Regulations 2008 also designated SOLAS as the authority with responsibility for the administration of registration cards in respect of QSCS. Apprenticeship is the recognised means by which people are trained to become craftspeople in Ireland. The main craft trades have been designated by SOLAS and come within the scope of the Statutory Apprenticeship system, which is organised in Ireland by SOLAS in co-operation with the Department of Education and Skills, employers and unions.

SOLAS requires that the card production company will provide for the printing of Craft, Safe Pass, CSCS or QSCS Replacement/Lost Cards on request and may also request reprinting of card batches.
Requirement for Craft Cards is dependence on the level of Apprentice Registrations per annum together with Apprentices reaching the standard required for Certification.
