Dublin City Council is seeking to trial the provision of innovative solutions in order to better manage the on street storage and presentation of household and commercial waste in Dublin.There are many areas in Dublin and nationally where the use of wheeled bins for the presentation of waste is not possible due to the physical characteristics of the locality and the availability of waste storage space within premises.These premises are designated as being located in areas where plastic bags may be used to store and present waste for kerbside collection by authorised waste collectors. The use of plastic bags for the on street storage and presentation of waste causes significant issues regarding the creation of litter.The appearance of waste bags also detracts from the streetscape and visual amenity of the city generally.This opportunity is to seek alternatives that provide for a more secure and reliable form of waste container, where the use of wheeled bins is not possible.

In May 2020, Dublin City Council(DCC) published an open market consultation call through a Prior Information Notice (PIN) Ref: 169814.DCC is now seeking responses for innovative solutions to address this challenge.This is a pre-commercial procurement (pcp) for R&D services. [InfoEvaluatingRequir]:  The competition will be run by Dublin City Council, following a pre-commercial procurement model to provide funding of up to €50,000 exc. VAT for research and development services. Similar models have developed credible international reputations for success in the USA and Europe. This is a way for Contracting Authorities to find novel solutions to specific problems by engaging innovative companies they could not otherwise reach. The competition will be run in three stages:
1. Submission and Selection of Proposed Solutions
2. Rapid Prototyping
3. Testing and Validation
1. Submission and Selection of Proposed Solutions
Invitation to Tender will open on 23rd November 2020 and the closing deadline for tender submissions is 14th December 2020. All applications must be completed on the TRD provided.
 All tenders will be evaluated on a pass/fail basis under the Selection Criteria outlined in Section 5. Tender submissions must pass all Selection Criteria in order to be evaluated under the Award Criteria. Awards will be made depending on the quality of applications and budget.
 Successful tenderers will be notified according to the published key dates and will be expected to mobilise rapidly and ready to deploy prototypes within 12 weeks once the contracts have been signed.
 The duration of the contracts will be for a maximum of six (6) months with a funding total of up to €50,000 exc. VAT available divided between all successful solutions (Up to a maximum of 3 solutions); subject to receiving a sufficient number of valid tenders.

Contracts are expected to be awarded in January 2021.
Successful tenderers must be ready to begin rapid prototyping once the contracts have been signed and prototypes must be ready for deployment within 12 weeks once the contracts have been signed.
Testing and Validation
 Dublin City Council will select a suitable location for trialling and testing the successful solutions. Once the solution is deployed, the successful tenders will must document and monitor progress for the duration of the trial. At the end of the trial, the successful tender must submit a full report on the results and findings from the trial to Dublin City Council. (A final report template will be issued to successful tenderers in advance of the completion of testing and validation stage). Please note that this project is subject to funding.
Please note due to the current COVID-19 pandemic, facilitation of all meetings, site visits, clarification meetings, & assessments of samples, etc. (as applicable) is severely impacted.
Where possible the Contracting Authority will put in place alternative arrangements such as on-line meetings, etc. Likewise, anticipated dates (closing date for receipt of clarifications or tender submissions) may change. Suppliers will be kept fully up to date at all stages through the eTenders messaging system.
1. Participation in the open market consultation that was held as part of the preparation for this procurement is not a prerequisite for submitting a tender.
This procurement is exempted from the WTO Government Procurement Agreement (GPA), the EU public procurement directives and the national laws that implement them. This is because it concerns the procurement of R&D services where the benefits do not accrue exclusively to the contracting authority for its use in the conduct of its own affairs.
Publication of this contract notice in the EU Official Journal is not to be understood as a waiver of this exemption. Publication is made on a voluntary basis and the procurement will not follow the procedures under the EU public procurement directives, but rather the procedure described in the tender documentation.
The open procedure was chosen in Section IV.1.1) ‘Procedure’ for formal reasons only. This is because it is not possible to publish a contract notice without selecting one of the listed procedures.
2. Please note that all information relating to attachments, including clarifications & changes, will be published on www.etenders.gov.ie only. Registration is free of charge. DCC will not accept responsibility for information relayed (or not relayed) via third parties.
3. Emailed/faxed/late tenders will not be accepted.
4. Suppliers should note the following when making their submission:
• To enable submission of multiple documents concurrently, download & install the ‘Upload Manager ActiveX’ facility to your eTenders user profile.
• When using the ‘Upload Manager’ facility do not use the ‘Schedule’ option.
• Instead, use only the ‘Upload’ option, which will enable monitoring of the upload.
