Description of the procurement

Description of renewals:  
The Contract will be renewed annually, subject to satisfactory Contractor performance, budget and other factors. The initial term will be for three [3] years, with the option to extend annually, at Tourism Ireland's discretion, for up to two [2] further years. The maximum term of the contract is five [5] years.

Proposed account team members with evidenced experience of supporting a global team, with multiple internal and external stakeholders though a process of change management in media evaluation metrics. [30%]
Demonstrable technical capability for qualitative analysis and tagging to be carried out either at the supplier end or by Tourism Ireland’s global publicity team (20-30 individuals, based in different geographies) [20%]

Tourism Ireland requires the services to adhere to good industry security practice and must be in compliance with legislative and regulatory requirements including;

• Data Protection Act 2018
Candidates will be required as part of the pre-qualification process to indicate compliance by answering specific questions in this regard.

Candidates must declare below that they satisfy the minimum insurance requirements set out below and they
are able, upon request and without delay, to provide the supporting documentation to Tourism Ireland in each
case:
(a) public liability insurance with an indemnity limit of EUR 2,500,000,
(b) professional indemnity insurance with an indemnity limit of EUR 2 500 000.

This is the 1st stage in a 2-stage Restricted Tender procedure. Suitably qualified bidders are hereby invited to submit a request to participate.
The Contracting Authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers; whether a final contract is awarded.
Contract award will be subject to the approval of the Board of Tourism Ireland;
Tourism Ireland reserves the right to permit its sister agencies, Fáilte Ireland and Tourism Northern Ireland, to draw down services under any agreement resulting from this procurement process;
It will be a condition of award that the successful tenderer is and remains tax compliant
At its absolute discretion, the contracting authority may elect to terminate this procurement process, or any contract awarded at any time;
Please note in relation to all documents, that where reference is made to a standard, make, source, process, trademark, type or patent, that this is not to be regarded as a de facto requirement. In all such cases it should be understood that such indications are to be treated strictly and solely for reference purposes only, to which the words “or equivalent” will always be appended;
Without prejudice to the principle of equal treatment, the Contracting Authority is not obliged to engage in a clarification process in respect of the procurement documents with missing or incomplete information. Therefore, respondents are advised to ensure that they return completed documentation in order to avoid the risk of elimination from the competition;
At Section II.2.9) we have indicated that 5 applicants will be invited to tender, please note that the Contracting Authority reserves the right to invite at least 5 subject to that number qualifying;

Award of this contract will be subject to selected candidate being qualified for the purposes of the Fair Employment and Treatment (Northern Ireland) Order 1998, if based in Northern Ireland.
