Short description
The Minister for Defence is seeking to establish a Competitive Dialogue through this Pre-Qualification Questionnaire (PQQ) with a view to establishing a contract for requirements of the Department of Defence/Defence Forces (DODDF).
The DODDF has an integrated suite of strategic applications (Management Information Framework (MIF) comprising an Oracle Financial Application (Oracle eBusiness Suite), a bespoke Oracle Human Resource Management System – The Personnel Management System (PMS) and an Identity and Access Management Solution (Oracle Single Sign On).
The DODDF is seeking to replace its hardware infrastructure as a platform for these strategic applications in addition to upgrading the PMS application.
The Contracting Authority plans to initiate a tender competition for a contract for the requirements set out in Section 3 – Scope of Requirements arising from this PQQ. This PQQ (Stage 1) will direct the structure of the tender competitions.

Description of the procurement
The Minister for Defence (the “Contracting Authority”) is seeking to establish a Competitive Dialogue from economic operators (“Candidates”) through this Pre-Qualification Questionnaire (PQQ) with a view to establishing a contract for requirements of the Department of Defence/Defence Forces (DODDF).
This public procurement competition (the “Competition”) will be conducted in accordance with the European Union (Award of Public Authority Contracts) Regulations 2016 (Statutory Instrument 284 of 2016) (the “Regulations”).
The DODDF has an integrated suite of strategic applications (Management Information Framework (MIF) comprising an Oracle Financial Application (Oracle eBusiness Suite), a bespoke Oracle Human Resource Management System – The Personnel Management System (PMS) and an Identity and Access Management Solution (Oracle Single Sign On). The applications are hosted in two geographically separated sites, production and disaster recovery.
The DODDF is seeking to replace its hardware infrastructure as a platform for these strategic applications in addition to upgrading the PMS application.
The DODDF intends to migrate the existing Financial Application to Government Financial Management Shared Services (FMSS).
The Contracting Authority plans to initiate a tender competition for a contract for the requirements set out in Section 3 – Scope of Requirements arising from this PQQ. This PQQ (Stage 1) will direct the structure of the tender competitions.
