Justification:  
Cork City Council's Director of Service has confirmed use of the accelerated procedure as this procurement is an urgent response to the current Covid-19 health pandemic.
There is reduced capacity in public transport due to social distancing. Estimates of an increase of up to 300% in cycling have been made. In all cases, there is an urgent need to facilitate safe cycling as an alternative to private car use and to make up for some of the capacity reductions in public transport. The urgency to segregate cycle lanes and improve safety is needed as schools and colleges reopen in September.
