Justification:  
The ongoing COVID-19 pandemic presents unique and rapidly evolving challenges for the university. Changes in timescales, travel restrictions and operating requirements impact on planning and preparations for the new academic year, commencing at the end of September 2020. The complexity of the requirement means that we need to ensure a clear set of resourcing processes are agreed and ready to communicate prior to commencing the new academic year. This does not provide sufficient time to comply with the standard open procedure timescales for this procurement. Trinity College Dublin considers this to be a state of urgency which it has duly substantiated. Accordingly, this competition is issued using the accelerated timeframes permitted under the Public Contract Regulations 2015 (regulation 27(5) for the open procedure in respect of this procurement.
