Short description
The Department of Children and Youth Affairs seeking proposals from Tenderers to undertake an End of Year Three Evaluation of the Access and Inclusion Model (AIM). The Access and Inclusion Model (AIM) was launched in June 2016 to enable the full inclusion and meaningful participation of children with disabilities in the Early Childhood Care and Education (ECCE) Programme. The goal of AIM is to empower early years settings to deliver an inclusive pre-school experience, ensuring that every eligible child can fully participate in the ECCE Programme and reap the benefits of quality early years care and education. In accordance with the AIM policy document, the model will be subject to review, with a full formal evaluation undertaken after 3 years

Description of the procurement

The evaluation shall:
Provide a detailed understanding of how AIM was implemented, including inter-agency processes, examining fidelity of approach and whether objectives have changed over time.
Ascertain and describe the effectiveness of AIM in delivering its objectives for all stakeholders - investigating effectiveness, efficiency and sustainability.
Examine wider impacts of AIM.
Ascertain if current practices and policies are appropriate in the current environment
Price is not the only award criterion and all criteria are stated only in the procurement documents
