Description of the procurement

Kildare County Council intend to enter into a contract with a supplier of a GIS platform (Geographical Information Systems), Mallon Technology. The contract is for Azimap software and application support services. Also, with the option of development in Azimap technology.
The contract will be signed by Kildare County Council and Mallon Technology.
The Contracting Authority has developed a large professional environment with high competence in the use of Azimap technology, and it has a number of self-developed GIS systems based on Azimap technology. A decision has therefore been made to continue with this technology in Kildare County Council.
Azimap technology is embedded in different council departments and supports a myriad of council functions. Several of these systems are closely integrated with the County Council’s other ICT infrastructure. For example:
— self-developed systems for the technical planning department, fully integrated with the Iplan system.
— applications to support housing.
— full management system for unauthorised developments and planning applications, from data capture, to decisions, letter generation and analysis,
— GIS application generator, essential for the delivery of environmental, infrastructural, and development management integrated applications.
— a number of automated systems for, amongst other things, map delivery, data acquisition, mobile GIS, GIS analysis, report generation and administrative systems.
The above-mentioned systems are currently in use in Kildare County Council.
Mallon Technology is the only supplier of Azimap software and, subsequently, the only supplier who can satisfy Kildare County Council’s need and requirements in this area. The objective of this ex ante voluntary notice is to inform the market of the intention to enter into a contract with Mallon Technology. This is pursuant to the public procurement regulations Article 32 2(b)(ii)
