In response to this open procedure, only irregular or unacceptable tenders were submitted, as referenced in Regulation 26(3)(b) of the European Union (Award of Public Authority Contracts) Regulations 2016. A competitive procedure with negotiation was applied and both of the tenderers that submitted tenders in response to the open procedure were included in such competitive procedure with negotiation.
