Description of the procurement

This contract is for the destruction of
• Bovines depopulated for BSE related and other reasons ( seizures, welfare etc.) and/or
• Ovines and caprines depopulated for TSE related and other reasons (seizures, welfare) etc.
• Bovines not properly identified in accordance with EU and National Legislation regarding tagging, identification, registration and traceability.
Activities relating to the slaughter of these animals must take place in dedicated premises where slaughter for human consumption does not take place. The number of bovine animals to be killed will vary from a low of 10-15 to any number required necessary for purposes of animal hygiene. The number of sheep required to be killed at any one time will generally be greater and will relate to any number required necessary for purposes of disease control and/or animal health.
Slaughter, intake, animal handling and other necessary work will be carried out by contractor’s operatives in accordance with Standard Operating Procedures as approved by DAFM. The work will be supervised by DAFM staff and arrangements for the slaughter of bovines, ovines or caprines covered by this contract will be made by DAFM official responsible for the premises. DAFM officials will also carry out specifically assigned tasks such as the taking of brain samples.
The cost of transport of Animal by Products to a Category 1 rendering plant and its rendering and destruction are the subject of a separate contract and will be borne by the Department. The plant must provide commercial documents to accompany loads of CAT01 carcasses and blood to the rendering plant. These are to be completed by plant management.
