Short description
The National Oil Reserves Agency (NORA) has entered into a long term lease with the Electricity Supply Board (ESB) for nine storage tanks at Ringsend in Dublin (the Tank Farm), ranging from 24.4 m to 34 m in diameter and approximately 14.3 m to 14.5 m in height. The nine tanks are in two bunds (tanks 4, 5, 6 and 7 in Bund 1 and tanks 8, 9, 10, 11 & 12 in Bund 2).
NORA now intends to commence a tank painting programme, starting with Tank 4 and Tank 5 only during 2017. Depending on its tank painting programme and operational requirements, NORA may continue its tank painting programme to the other tanks over the course of this contract, subject to its operational requirements and the satisfactory performance of the contractor.

Description of the procurement
The National Oil Reserves Agency (NORA) has entered into a long term lease with the Electricity Supply Board (ESB) for nine storage tanks at Ringsend in Dublin (the Tank Farm), ranging from 24.4 m to 34 m in diameter and approximately 14.3 m to 14.5 m in height. The nine tanks are in two bunds (tanks 4, 5, 6 and 7 in Bund 1 and tanks 8, 9, 10, 11 & 12 in Bund 2).
The tanks were built in the 1950s and 1960s and were used for the storage of heavy fuel oil. The Tank Farm was refurbished between May 2009 and April 2011 and is now used to store Class III petroleum (diesel / gas oil). The tanks were not repainted as part of the refurbishment works, although new and repaired steelwork on the tanks was painted, and damaged external paintwork was shot blasted and painted.
NORA now intends to commence a tank painting programme, starting with Tank 4 and Tank 5 only during 2017. Depending on its tank painting programme and operational requirements, NORA may continue its tank painting programme to the other tanks over the course of this contract, subject to its operational requirements and the satisfactory performance of the contractor.
The scope of works includes:
• Designing the painting works.
• Acting as the Project Supervisor Construction Stage (PSCS)
• Preparing the tanks surfaces for painting (shot blasting, tank washing)
• Applying the coating system
• Marking the tanks
• Applying a non-slip walkway to the tank roofs
• Inspecting and testing the painting systems in accordance with an Inspection & Test Plan
• Maintaining and updating the Safety and Health Plan
• Preparing the Safety File
• Providing the documentation in accordance with the Employer's Requirements
Price is not the only award criterion and all criteria are stated only in the procurement documents
