The Minister for Public Expenditure and Reform is issuing these tender
documents as a central purchasing body for use by the Framework Clients
(defined below). The Contracting Authority invites tenders from economic
operators ("Tenderers") for appointment to a national multi-party framework
agreement for the provision of rapid delivery housing projects (the “Framework
Agreement”). The potential demand for this Framework is in the order of 1,700 rapid-delivery
houses. The purpose of this competition is to establish the Framework Agreement with a minimum of three and maximum of twenty members ("Framework Members") and to award the initial contract for the design and construction of 20 rapid delivery houses at Wellview, Mulhuddart, Dublin 15 (the “Initial Contract').

The Contracting Authority reserves the right, at its discretion, to extend the Framework Period for a period or periods of up to twelve months with a maximum of two such extensions on the same terms and conditions, subject to the Contracting Authority’s obligations at law. The Framework Period will not exceed four (4) years in aggregate.
