Description of the procurement
The Education Procurement Service, (EPS), on behalf of The Minister for
Communications, Climate Action & Environment as represented by the Geological
Survey of Ireland (GSI) invites responses (“Tenders”) to this Request for Tenders
(“RFT”) from economic operators (“Tenderers”) for the provision of the services as
described in Appendix 1 to this RFT, “Requirements and Specifications”, (“the
Services”). The Geological Survey of Ireland is the contracting authority for this
public procurement competition (“the Contracting Authority”). This RFT is for
geochemical analysis of these stream sediment and soil samples: (a) preparation
of fine powder pulps into pressed powder pellets and (b) chemical analyses of the
pressed powder pellets for major, minor and trace total element concentrations by
X-ray fluorescence spectrometry (XRFS) analyses. Samples of milled sample
material, each to be pre-prepared to pulps of nominal fraction size <32 μm, are to
be transported from GSI in Dublin, Ireland, to the Contractor’s chosen facility to be
prepared into pressed powder pellets designated for analyses by a combination of
energy-dispersive (ED) and/or wavelength-dispersive (WD) XRFS chemical
analytical methods. The number of samples to be collected in the period 2016
–2019 is estimated to be of the order of 10,000 soil samples and 10,000 sediment
samples. Collection of these samples is dependent upon successful completion of
separate sampling contract(s). Tenderers should note that only compliant and
qualifying tenders shall be evaluated. The Qualification Criteria are set out in Part
3, Section 3.2 (pages labelled 16–20 of this RFT) and the Award Criteria,
including minimum required scores, are set out in Part 3, Section 3.3 (pages
labelled 20–23 of this RFT). Note also the Tenderers’ Statement (Appendix 3) and
Tenderers’ Aide-Memoire (Appendix 5). Tenderers must respond with a proposal
for the entire works.
Price is not the only award criterion and all criteria are stated only in the procurement documents

Additional information
A regional geochemical survey of soils, stream
sediments and stream waters in the border region of
Ireland was recently completed by the Geological
Survey of Ireland (GSI) . Further stream sediment
sampling at approximately 10,000 sites and soil
sampling at approximately 10,000 sites will take
place in the period 2016–2019.
