Short description
ESB wishes to procure up to 2.3 million Low Voltage Smart Electricity Meters as
part of the National Smart Metering Program (NSMP) in order to replace
legacy Electricity Meters currently in service throughout the Republic of Ireland.
It is intended that all legacy residential Electricity Meters and most non-residential
legacy Electricity Meters will be replaced as part of the NSMP. The majority of
these Electricity Meters are single phase.
The NSMP implementation will also include the provision of communications, IT
and security infrastructures appropriate to the rollout of a complex Smart Metering
Solution. These additional components will be sourced through separate
procurements. The communications module for insertion into the Smart Electricity
Meter will be sourced through a separate Communications and Data Services Provider
(CDSP) procurement process.

Description of the procurement
The total quantity of up to 2.3 million Smart Electricity Meters required to implement the National Smart Metering Program, as covered by this procurement process, shall be divided between a number of individual Smart Electricity Meter vendors, who will be selected following the successful conclusion of a Request For Tender (RFT) process.
Companies wishing to participate in the proposed RFT process must participate in a Pre-Qualification process and will be obliged to complete a Pre-Qualification Questionnaire which is available via the contact details above.
The successful Smart Electricity Meter vendors will be obliged to source a communications module appropriate to their individual Smart Electricity Meter(s) through the CDSP, and to incorporate this module into their final Smart Electricity Meter integration process as per the CDSP design.
The complete Smart Electricity Meter (meter plus module assembly) will be purchased by ESB directly from each of the relevant Smart Electricity Meter vendors.
The indicative services and solutions that the successful Smart Electricity Meter vendors must provide are expected to include but are not limited to the following:
A. Provision of a Smart Electricity Meter to meet ESB requirements,
B. Execution of the integration activities as may be required by the CDSP–led integration of the Smart Electricity Meter with the Communications Module,
C. Co-operation with the CDSP to develop an approved Smart Electricity Meter protocol design which meets the requirements of ESB,
