A National Multi-Supplier Framework for the Provision of Laboratory Services, and the Supply of Laboratory Consumables and Laboratory Equipment

Provision of potable water laboratory testing services, wastewater laboratory testing
services and supply of laboratory equipment and consumables.
Irish Water is tendering to establish a national multi-supplier framework for the provision of Laboratory Services, Consumables and Equipment.
Sampling and analysis for all public drinking water supplies and wastewater agglomerations are undertaken across the 31 Local Authorities via either a dedicated in house laboratory or combination of laboratory services. For example some LAs undertake all testing in house, others undertake testing via a combination of in house and sub contracted laboratories, and others sub contract all laboratory testing.
Irish Water is seeking to establish a high quality sampling and/or analysis service to achieve efficiencies in all commercial laboratory contractual arrangements, to meet regulatory requirements, and to protect public health. The new Framework will also facilitate the purchase of laboratory supplies and equipment. The anticipated Framework duration is 3 years with a potential for 2 single year extensions (potentially 5 years in total).
These services will be sub-divided into Four (4) Lots described below as Lot 1, Lot 2, Lot 3, and Lot 4.
Applicants may apply for one, some or all Lots.
For Lots 1 & 2 the successful tenderers may be allocated as “preferred supplier” for a Local Authority Area on the basis of their tenders and there may be a limit on the number of local Authority Areas for which a single supplier achieves preferred supplier status.
For Lots 3 & 4 there will be National Multi Supplier Framework for the supply of laboratory consumables and laboratory equipment.
It is anticipated that Irish Water will enter into separate framework agreements for each of the following Lots:
Lot 1 - Potable Water Laboratory Testing Services.
Lot 2 - Waste Water Laboratory Testing Services.
Lot 3 - Supply of Laboratory Consumables.
Lot 4 - Supply of Laboratory Equipment and Laboratory Instrumentation.

services for the following sampling categories:
• Regulatory (i.e. Check and Audit);
• Investigative;
• Operational;
• Emergency.
Irish Water requires a complete and fully accredited laboratory testing service for potable water for each individual Local Authority area
Irish Water require potable water laboratory testing services for the following sampling categories:
• Regulatory (i.e. Check and Audit);
• Investigative;
• Operational;
• Emergency.
For each of the categories above, Irish Water may require a combination of sampling and testing services (i.e. taking the sample, transport to the supplier’s laboratory, analysis and reporting), and a collection and testing service (i.e. collection of sample(s) from a designated collection point(s), transport to the supplier’s laboratory, analysis and reporting).
With regards to the Investigative, Operational, and Emergency categories, Irish Water may also require sampling and/or testing of raw water (i.e. ground water or surface water), and In-Process Water (i.e. samples taken from locations within the treatment process). Accreditation for parameters tested in samples from these locations will not be a mandatory requirement.

Irish Water requires a complete and accredited laboratory testing service to meet the compliance (i.e. statutory and regulatory), investigative, operational, and emergency testing requirements for wastewater (influent and effluent), and ambient water (fresh water and coastal water), for each individual Local Authority Area.
Irish Water require waste water laboratory testing services for the following sample categories:
• Compliance (i.e. Regulatory and Statutory);
• Investigative;
• Operational;
• Emergency.
For each of the categories above, Irish Water may require a combination of sampling and testing services (i.e. taking the sample, transport to the supplier’s laboratory, analysis and reporting), and a collection and testing service (i.e. collection of sample(s) from a designated collection point(s), transport to the supplier’s laboratory, analysis and reporting). The applicant should also have the capability to undertake analysis of samples from saline waters.

• Glassware;
• Plastic ware;
• Gloves;
• Gases;
• Test Kits;
• Buffers;
• Filter Paper;
• Reagents;
• Solutions;
• Laboratory Utensils.

Requests to participate may be submitted by single entities or by groups of service providers. A group will not be required to convert into a specific legal form in order to submit a request to participate, but may if Ervia considers it necessary to ensure that the contract is carried out to its satisfaction, be required to do so prior to award of the contract. Ervia also reserves the right to contract with each member of the group on the basis of joint and several liability, or with one member of the group as a main contractor with a number of sub-contractors or on any other basis as Ervia considers appropriate.
If any of the conditions set out in Regulation 53(1) of The European Communities (Award of Public Authorities Contract) Regulations apply to the applicant, the applicant will be excluded from the competition.

A pre-qualification questionnaire will be issued to all candidates who respond to this notice. Expressions of interest should be addressed in writing and sent via email for the attention of The Shared Services Procurement Manager to tenders@ervia.ie .
The Questionnaire will cover the financial, economic and technical capacity of candidates. The questionnaire must be completed and returned to the address in I.1. above not later than 12:00hrs (local time) Wednesday 27th April 2016. The responses will be used to assist in drawing up a tender list. This process may also include interviews with candidates. The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure.
