Cork City Council Social Housing Programme 2015-2017

The ‘Cork City Council Social Housing Programme 2015-2017’ is a major part of
Cork City Council’s delivery plan for the ‘Social Housing Strategy’ as approved
by Government in November 2014. Through the competitive dialogue procedure
the Council wishes to engage with the Candidates to identify and define the best
means suited to meeting its requirements whether by means of solutions such as
the:
• provision of suitable sites, carrying out design and obtaining appropriate
planning permissions on selected sites in partnership with Cork City Council,
• construction and completion of the resulting housing projects ready for
occupation by residents under a parallel site acquisition and development
agreement with the Council entitled the ‘Cork City Council Social Housing
Programme 2015-2017’,
• completion and transfer of suitable unfinished housing schemes or housing
units,
• construction of additional units in existing housing schemes.
The scope of the contract best suited to the Contracting Authority’s requirements
will be explored and determined during the competitive dialogue process. It is
possible that the Dialogue phase will be carried out in stages and that the
number of Candidates will be reduced through the Dialogue process.
Candidates, in submitting their responses to the Suitability Questionnaire, are
required to provide information regarding their ability to provide a site or sites for
the required housing and the location of the site or sites.

Candidates should note that the Contracting Authority is subject to the Freedom of Information Acts 2014.
All costs incurred by Candidates in participating in this competition shall be borne by them. The Contracting Authority accepts no liability for such costs, irrespective of the outcome of the competition, or if the competition is postponed or cancelled.
Candidates must complete and submit the Suitability Assessment Questionnaire in accordance with the formalities set out in the Descriptive Document.
An application for review of the award or the decision shall be made at the earliest opportunity and in any event within 30 days from the date when grounds for the application first arose unless the court considers there is good reason for extending such a period.
