    An Post is seeking to enter into a multi party framework agreement to meet its

    requirements for the provision of Fleet Telematic Systems on its fleet. The

    framework agreement will cover an eight year period commencing in Q4 2015.

    An Post operates one of the largest fleets in the country and currently has in

    excess of 2,600 commercial vans

    Total quantity or scope:

    An Post is seeking to enter into a multi party framework agreement to meet its requirements for the provision of Fleet Telematic System on its fleet.

    The framework agreement will be based on the following:-

    • Two service providers will be admitted

    • Set up for an eight year period commencing in Q4 2015

    • Individual contracts may be awarded on 48 or 60 month basis depending on the vehicles that the systems are to be installed in.

    • Contracts will be awarded by utilisation of the ‘cascade method’. This will involve An Post approaching the highest ranked framework member with the work in question.

    • An Post reserves the right to implement a ‘Relegation process’ where a supplier who is not performing in accordance to the agreed service levels will be relegated to second place and An Post will approach the supplier promoted to first place with any future contracts.

    • An Post reserves the right to cancel the framework agreement at any stage.

    An Post operates one of the largest fleets in the country and currently has in excess of 2,600 commercial vans, 105 HGV’s above 3.5 tonne & 24 tractor units and 45 trailers on its fleet.

    The service providers admitted into the framework agreement must at a minimum be capable of providing the following:-

    • Hardware

    • Software

    • Communications

    • Installation/de-installation of tracking devices

    • Hardware maintenance and development

    • Software maintenance and development

    • Data capture and reporting including customised reports

    It is envisaged that telematic systems will be installed on a phased basis as vehicles are replaced. The requirement includes a provision of a system which will supply detailed information on the activity of vehicles to include location of vehicles, journey start/end times, driver behaviour, and exception reporting which will enable An Post to manage the fleet more efficiently.

    An Post requires the system to provide a configuration that will reflect our delivery and collection routes, vehicle assignment by area, operating hours and the option to report by both driver and by vehicle.

    An Post operates in an ever changing environment so vehicles are frequently moved, routes and areas re-defined so the successful supplier will be required to provide development capabilities as required by An Post during the term of the agreement.

    An Post will require proposals to include the following functionality:-

    • Activity by vehicle

    • Activity by area

    • Journey start/end time

    • Journey duration

    • Out of hours

    • Out of area

    • Tranman Interface or reporting capable of export

    • Driver behaviour e.g. harsh breaking, idling, speeding

    • Mileage (Odometer readings or other)

    • Fuel reports

    • Idling cut out

    • Speed limiter

    • Driver ID

    An Post will require a schedule of exception reports to issue to selected email recipients

    An Post uses fuel card from a number of suppliers and the requirement includes integration with fuel card supplier’s data.

    An Post will conduct this pre-qualification process in order to establish a qualified list of candidates to take forward into a tender process.
