    The Contracting Authority estimates that 15 to 20 contracts may be awarded under the framework agreement in each year, with an average indicative value of each contract estimated to be between €50,000 and €100,000 and that an additional 5 to 10 contracts may be awarded under the framework agreement in each year, with an average indicative value of each contract estimated to be between €100,000 and €200,000. These amounts represent estimates only and actual amounts may vary from these estimates.

    The National Transport Authority is acting as a central purchasing body in respect

    of a multi party framework agreement for the provision of multi-disciplinary

    services for transport related projects. The list of Public Bodies that will be entitled

    (but not obliged) to drawdown Services from the Framework Agreement, in

    accordance with the rules of the Framework Agreement are set out in Section VI.3

    of the contract notice.

    The scope of services envisaged under the proposed Framework Agreement includes the provision of Engineering Consultancy Services for transport and transport related projects, including (but not limited to) the development, design, implementation and/or project management of:

    • Bus Rapid Transit schemes;

    • Quality Bus Corridors/ bus schemes;

    • Bus priority measures;

    • Cycleway / cycle improvement schemes;

    • Bike Share schemes;

    • Pedestrian improvement schemes;

    • Street and/or road improvement schemes;

    • Junction improvement schemes;

    • Accessibility improvement schemes;

    • Traffic management schemes;

    • ITS and related projects; and

    • Other ancillary projects and studies associated with public transport provision and overall traffic management.

    It is currently anticipated that for any individual call-off contract under the framework, the services required may include any one or more of the services set out below, although they may not be limited to such services:

    1. Preparation/development of concept designs, feasibility studies, scheme option development, preliminary designs for schemes, detailed designs for schemes;

    2. Undertaking surveys and investigations as necessary to develop required schemes;

    3. Advising on Health and Safety requirements and undertaking Project Supervisor Design Process (PSDP) role and Project Supervisor Construction Stage (PSCS) (if required);

    4. Undertaking Road Safety Audits and Road User Audits;

    5. Traffic planning, modelling and simulation;

    6. Cost estimation and scheme appraisal including the preparation of business cases;

    7. Preparing Compulsory Purchase Orders/ Environmental Impact Statements/ Environmental Impact Reports and Part VII planning documentation;

    8. Undertaking public and stakeholder consultation;

    9. Preparation and review of tender documents for construction contracts and management of contractor procurement processes;

    10. Contractual claims advice and claims management services, including for conciliation and arbitration processes;

    11. Carrying out role of ‘Employer‘s Representative‘ during construction;

    12. Supervision of construction works and contract administration during construction; and

    13. Other services related to transport projects or transport related studies.

    In addition, the scope includes for provision of technical advice and preparation of technical reports on transport and traffic related matters.

    Requests to participate may be submitted by single entities or by groups of service providers. A group will not be required to convert into a specific legal form in order to submit a request to participate, but may be required to do so once it has been awarded the contract. The contracting authority also reserves the right to contract with each member of the group on the basis of joint and several liability, as a main contractor with a number of sub-contractors, or in any other form which the authority considers appropriate.

    The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure irrespective of the outcome of the competition, or if the competition is postponed or cancelled. All costs incurred by interested parties in participating in this competition must be borne by them. Any contract award will be subject to a number of pre-conditions, including production of a current tax clearance certificate or C2 Certificate from the Revenue Commissioners in Ireland. The contracting authority may terminate this competition (or any part thereof), change the basis of and the procedures for the bidding process, at any time, or procure the project by alternative means if it appears that the project can thereby be more advantageously procured. The most economically advantageous or any tender will not automatically be accepted.
