The Contracting Authority is seeking to establish a multi-operator framework agreement for the provision of integrated design team services for opening bridges for the Dublin Docklands Area.

The framework agreement will be established with a minimum of three (3) and a maximum of five (5) economic operators comprising the following disciplines;

(a) Civil & Structural Engineering Services and associated specialist skills;

(b) Architectural Services and associated specialist skills;

(c) Mechanical & Electrical Engineering Services;

(d) Quantity Surveying Services and associated skills;

(e) Planning Consultancy Services and associated skills, and

(f) Project Supervisor for the Design Process.

The Integrated Design Team will be responsible for providing all construction related technical advice and design services to the Contracting Authority in respect of any contract awarded under the framework agreement.

For the avoidance of doubt, the period for delivery of any contracts awarded under the framework may extend beyond that date of expiry of the framework agreement.

INITIAL CONTRACT:

The framework agreement will be established on foot of an initial contract for the initial scheme concept and option selection, preliminary design, detailed design, planning application, procurement of works contractor, works supervision and handover of works for the Forbes Street pedestrian and cycle bridge. It is a requirement that this bridge is moveable/openable to allow navigation of the river by traffic both up and down stream. In addition, the historic and protected granite quay walls will require conservation works and adequate protection during construction.

Multi-Party Framework Agreement for design team services for opening bridges for the Dublin Docklands Area

Dublin City Council wishes to inform tenderers of the following amendments to the Contract Notice and tender documents:

Due to the potential future variation in services requirements on future contracts under this framework, Tenderers may offer a single, alternative, substitute sub-consultant in any or all of the disciplines other than the lead discipline. Separate SAQs should be completed for the sub-consultants proposed as well as the proposed alternative sub-consultants. It is emphasised that the lead discipline will be the Civil/Structural Engineer. Please note that the sub-consultants proposed for the initial contract should be clearly identified.

In addition, where minor additional services such as a Wind Tunnel Study or Traffic Management Study are deemed to be required, Dublin City Council reserves the right to apply Article 9.5(a) in order to waive application of Directive 2004/18/EC. Therefore, where the value of any individual service is less than €80,000 and the total value of waived services does not exceed 20% of the aggregate value of the services as a whole, some or all of these additional services may be procured and managed by the Consultant as third party contracts.

In order to facilitate this amendment, Dublin City Council is pleased to extend the closing date to 24th April 2015 at noon local time.
