Establishment of ten (10) Multi-Operator Framework Agreements for Telecare Equipment in connection with the Seniors Alert Scheme

Pobal have been contracted by the Department of the Environment, Community and Local Government to manage the administration of the Seniors Alert Scheme from 2015. The objective of the Scheme is to encourage community support and social inclusion for vulnerable older people in the Republic of Ireland, with one of the strands of activity covering the provision of assistance towards the purchase and installation of monitored personal alarms to enable older people without sufficient means to continue to live securely in their homes with confidence, independence and peace of mind.
With this competition, Pobal wishes to establish ten (10) multi-operator framework agreements for the supply, delivery, installation and warranty of telecare equipment in connection with the Seniors Alert Scheme, including Base Units and Personal alarm pendants/triggers.
The requirements are divided into ten (10) regional lots as follows:
• Lot 1 Galway
• Lot 2 Mayo and Sligo
• Lot 3 Cavan, Donegal, Leitrim, Louth, Monaghan and Roscommon
• Lot 4 Cork
• Lot 5 Clare, Kerry and Limerick
• Lot 6 Carlow, Kilkenny, Tipperary, Waterford and Wexford
• Lot 7 Dublin South Central, South East City, South Dublin & Dun Laoghaire Rathdown
• Lot 8 Dublin North Central, North West, Central area & Fingal
• Lot 9 Kildare, Laois, Meath and Wicklow
• Lot 10 Longford, Offaly and Westmeath
Interested parties may apply to a maximum number of three (3) lots overall.
Each framework agreement will be established with five (5) operators, subject to the receipt of a sufficient number of valid tenders.

If the tenderer is a consortium or grouping of members, the tenderer must specify the commercial and legal relationship (if any) amongst its members and any agreements giving effect to same. The contracting authority reserves the right to request copies of any such agreements.
The contracting authority reserves the right, at its absolute discretion, to require a lead firm to contract:
— on the basis of joint and several liability with each member of the tenderer executing the contract,
— with a particular single member of the tenderer as the prime contractor, with the other members providing collateral warranties and/or guarantees; or
— as an incorporated or unincorporated special purpose vehicle, with collateral warranties and/or guarantees from the members of the tenderer.

- The contracting authority will not be responsible for any costs, charges or expenses incurred by tenderers in response to this competition;
- The establishment of each framework agreement will be subject to the approval of the competent authorities;
- If for any reason it is not possible to conclude a framework agreement with one or more of the tenderers invited, or if having concluded that framework agreement the Contracting Authority decides to terminate the appointment of one or more of the framework members, the Contracting Authority reserves the right to admit the next highest scoring tenderer(s) to that framework agreement on the basis of the same terms and as tendered by that party(ies), at any time during the tender validity period. This shall be without prejudice to the right of the contracting authority to cancel this competitive process and/or initiate a new contract award procedure at its sole discretion.
