Journey Parameters - Request for Tender - The Development of Economic Parameters for Journey Ambience and Journey Reliability

The Department of Transport, Tourism and Sport’s Economic and Financial Evaluation Unit (EFEU) is to begin seeking tenders for the development of parameters that evaluate and quantify, in monetary terms, both journey ambience and journey reliability across all modes of transport in Ireland. The development of such parameters, in conjunction with those already provided in the Common Appraisal Framework, will improve appraisal of transport related policies, investment and projects. In February 2016 the EFEU published the Common Appraisal Framework (CAF) which provides guidelines for the appraisal of transport projects and programmes. The guidance is informed by, and works in tandem with, the Public Spending Code as well as international transport appraisal practices and research. The current guidance replaces the 2009 iteration entitled ‘Guidelines on a Common Appraisal Framework for Transport Projects and Programmes’. The 2016 CAF updated appraisal values for existing parameters and introduced a new parameter for active travel benefits. As part of the ongoing programme of work to expand and supplement the CAF, it had been envisaged that there will be a review of the feasibility of including parameter values for ambience and reliability in travel times into the CAF. The purpose of this is to develop a method to quantify and monetise the impacts on all travellers’ experience of commuters’ journey ambience and reliability which will allow the EFEU to better appreciate the scale of these impacts relative to other outcomes and will aid appraisal of expenditure and investment in transport.
