Cork County Council’s Planning and Development Directorate is responsible for the orderly and sustainable development of the County. Many of the systems in its current suite of planning applications are ageing disparate systems that do not readily support integration. They were built, based on past business objectives that no longer align with current business goals. Manual processes and paper-based systems are also relied upon. As a result, the council wishes to procure a fit-for-purpose, integrated planning solution that is robust and functional to continue to support the work of the planning staff and to provide an efficient and effective service to the public. The current suite of planning applications includes both public-facing and back-office systems, all to be replaced by a solution that provides seamless integration between the different components.
The new solution will enable the Planning and Development Directorate to take advantage of advances in technology and to replace manual and paper-based processes with digital processes leading to improved operational efficiency and service quality. The solution will provide powerful reporting capabilities that enable statistics and performance monitoring to be obtained and displayed on dashboards for fast and automated data analysis. The solution will provide a rich source of information to assist the Planning Policy Unit in the preparation of plans and policy documents. The solution will enable planning staff to effortlessly perform spatial analysis for quick and comprehensive understanding of areas of interest on a map. It will provide in-depth information and perspectives that are beyond the scope of simple visual analysis.
The new solution will be used by more than 400 staff geographically dispersed throughout the County. It will allow users to effectively perform their job depending on their role within the system. A configurable workflow will control how a planning file is processed. It will provide for parallel and sequential processing with the ability to automatically direct a file to a specific user or group from where a user can reserve and assign a file to themselves.
