The Minister for the Environment, Climate and Communications invites tenders for the provision of expert support to draft the 2nd Statutory National Adaptation Framework (NAF). A full description of this Tender is provided in the RFT document.
The tender also includes a requirement to update in parallel existing national guidance for the development of Sectoral Adaptation Plans in line with recommendations contained in the 2022 Review of NAF. These Guidelines will be used by Government Departments to draft sectoral adaptation plans as required under the NAF and the Climate Act.
The tenderer will need to work closely with officials working on climate adaptation in the Department of the Environment, Climate and Communications.
The tenderer will also need to undertake significant independent consultation across a wide number of public sector and other stakeholders.
This contract will run from 1 June 2023 to 31 May 2024. Project estimated cost €150,000 – €200,000.

Description of the procurement

The Minister for the Environment, Climate and Communications invites tenders for the provision of support to draft the 2nd Statutory National Adaptation Framework (NAF). The NAF was reviewed in 2022. A full description of this Tender is provided in the RFT document. Tenderers will be required as part of this contract to undertake significant engagement with a wide variety of stakeholders.
The tender also includes a requirement to update in parallel existing national guidance for the development of Sectoral Adaptation Plans in line with recommendations contained in the 2022 Review of NAF. These Guidelines will be used by Government Departments to draft sectoral adaptation plans as required under the NAF and the Climate Act. This sectoral work is integrally linked to the successful implementation of the NAF and will need to be accounted for in the tender.
Appendix 1A of the RFT sets out a non-exhaustive list of relevant strategies/plans and other resources relevant to this tender as a guide for tenderers in terms of the policy area.
The successful tenderer will need to provide written progress reports to a steering group on a monthly basis . The tenderer may also be required to periodically present to groups of officials in relation to the work they are undertaking under the contract particularly with regard to any specific policy issues or challenges that may have arisen during the contract.
The tenderer will need to work closely with officials working on climate adaptation in the Department of the Environment, Climate and Communications. Regular progress meetings with DECC officials will be required(weekly or fortnightly). Monthly in person meetings may also be required. A list of deliverables is provided in the RFT document.
Given the scope of the policy area the tenderer will also need to undertake significant independent consultation across a wide number of public sector and other stakeholders.
