The NPHDB is engaged in the construction of the New Children’s Hospital (NCH) in Dublin. The objective of the Competition is to select an economic operator (or consortium of economic operators) who will provide funding for the carpark at the NCH in return for the grant of a concession to operate it for a fixed concession period of 30 years following mobilisation and full operational commencement. The successful tenderer (Concessionaire) will provide a capital premium payment up-front in consideration for the grant of the concession. The term of the Concession Agreement will be 30 years (360 months) plus the period required for fit out and mobilisation of the carpark. NPHDB will initially enter into the Concession Agreement and will be solely responsible for engaging with the Concessionaire during the mobilisation phase. The Concession Agreement will be novated by NPHDB to CHI on completion of the mobilisation and fit-out phase and prior to the commencement of operational services.

Description of the procurement

Additional information

1) The NPHDB is using the Irish Government Procurement Portal (etenders.gov.ie) for this competition. Access
to this portal is free of charge. Interested parties must formally register their expression of interest in this competition on etenders.gov.ie before they can gain access to the Suitability Assessment Questionnaire (SAQ) and related documentation. All information relating to and including the SAQ, any clarifications and changes will be published/issued via this portal. Neither the NPHDB nor the CHI will accept responsibility for information relayed (or not relayed) via third parties.
2) Neither the NPHDB nor the CHI will be responsible for any costs, charges or expenses incurred by candidates or tenderers in participating in this competition, including in the event that the competition is abandoned or terminated. This procurement process may be terminated at any time, at the discretion of the NPHDB.
3) Contract award will be subject to the approval of the competent authorities.
4) It will be a condition of award that the successful tenderer is tax compliant.
5) Please note in relation to all documents, where reference is made to a particular standard, make, source, process, trademark, type or patent, this is not to be regarded as a de facto requirement. In all such cases, it should be understood that such indications are to be treated strictly and solely for reference purposes only, to which the words "or equivalent" will always be appended.
6) Without prejudice to the principle of equal treatment, the NPHDB will not be obliged to engage in a clarification process in respect of SAQ submissions where information is incomplete or missing. Therefore candidates are advised to ensure that they return fully completed questionnaires in order to avoid the risk of elimination from the competition.
7) The term of the Concession Agreement will be the period required for mobilisation and fit-out plus the 30-year concession period following mobilisation and full operational commencement. There will be no extension to the term following expiry of the 30-year concession period.
8) The additional CPV codes set out at II.2.2 relating to banking and investment services/corporate finance and venture capital services/auxiliary insurance services are included by way of analogy only to cover off the investment required from the Concessionaire.
9) The €135M referenced in section II.1.5 of this notice is a genuine estimate (ex VAT) of the total contract value. This represents an estimate of the revenue that the Concessionaire could expect over the 30-year concession period. Please note that this figure includes charges to be paid by the authority and potential revenue from paying visitors, however it does not include: (i) any costs associated with the provision of services under the Concession Agreement; (ii) permitted inflation adjustments; (iii) any increases in parking rates as
a result of benchmarking; or (iv) any additional income the concessionaire may generate in accordance with the terms of the Concession Agreement. Total revenue will be dependent on the demand for parking spaces.
Candidates shortlisted following the selection stage of the Competition will be provided with an independent third party study in relation to the projected demand for paying visitor spaces. Neither NPHDB nor CHI provides any warranty, guarantee, representation or assurance in relation to demand for parking spaces. The actual total value of the contract may be higher or lower than the estimate of €135m, depending on demand and other factors such as those referenced above.
