Description of the procurement

The Irish Prison Service invited suppliers to submit proposals for the provision of addiction counselling services to the Irish Prison Services. The single party framework agreement was established on foot of a competition for an initial contract for the provision of addiction counselling services across the Irish Prison Service network. The initial contract was awarded to the successful tenderer, for a period of four (4) years, shortly after the formal establishment of the framework agreement.
The successful Tenderer, in co-operation with the Irish Prison Service and its partners, was required to provide a counselling service, with structured assessments and evidence-based counselling interventions with clearly defined treatment plans and goals. This occurred within the context of care planning within multidisciplinary teams.
The Irish Prison Service confirmed that the period of any contracts awarded under the framework agreement may extend beyond the date of expiry of the agreement.
