Description of the procurement

Wicklow County Council seeks a Hybrid Cloud Infrastructure solution comprising of an on-Premise Hyper-Converged Infrastructure (HCI) and integrated Public/Private Cloud infrastructure, controlled via a single management interface to replace its legacy systems.
This solution must ensure Data Loss Prevention, offer a robust Backup/Disaster Recovery solution and provide Business Continuity, enabling the WCC to easily and quickly deploy Systems/Services on-Premise or in the Cloud according to business requirements.
WCC requires an efficient, cost-effective solution that is flexible, scalable and will cater for future growth and business needs.
WCC requires a fully managed hosted Disaster Recovery solution for a number of business-critical systems including file servers, applications servers and database servers. WCC is operating in a dynamic environment and will have requirements to replicate additional Virtual Machines (VMs), cease replication/remove VMs, and modify resources on VMs from a single portal. WCC also has VMs in a protected DMZ which would need to be comprehended in the proposed solution.

The framework agreement will initially be for four (4) years, with the option to extend for a further two (2) years, up to a maximum of six (6) years subject to satisfactory performance, business needs and budgetary constraints. The extended duration of the framework is justified on the grounds of the considerable disruption that a change within a shorter period would entail.
