The Contracting Authority proposes to engage in a competitive process for the establishment of a framework agreement. A framework agreement constitutes a means of establishing overall terms and conditions in accordance with which, for a specified duration, individual contracts may or may not be awarded. This competition relates to the establishment of a multi-operator framework with up to three (3) economic operators. Thereafter contracts will be awarded in accordance with the rules contained herein. 2.2 Scope of Requirements under the Framework. The Environmental Protection Agency is establishing a Multi-Operator Cascading Framework Agreement for the procurement of Mechanical & Electrical Engineering & Design Services.

Description of the procurement

Thereafter contracts will be awarded in accordance with the rules contained herein. 2.2 Scope of Requirements under the Framework The Environmental Protection Agency is establishing a Multi-Operator Cascading Framework Agreement for the procurement of Mechanical & Electrical Engineering & Design Services to include: • Technical advice on Mechanical & Electrical projects including estimations of budget, carbon emissions and energy performance. • Detailed Design of identified Mechanical & Electrical projects. • Tender pack development and procurement support for technical projects. • Oversight, commissioning, sign off and certification of Mechanical & Electrical projects. • Audits & reports including but not limited to building energy audits, display energy certificates, Building energy ratings. • Support for energy performance including energy auditing and development of energy performance projects. • Technical advice on all aspects of mechanical, electrical and building plant. • Development of Reports and Case Studies. • Perform role of PSDP. • Support planning and design of projects in support of EPA surpassing its 2030 greenhouse gas emissions targets. The above services will be drawn upon to assist EPA project teams supporting a broad range of building technical and energy related projects for a maximum duration of four (4) years. A strategic objective of this Framework tender is to assist our Facilities team within the OCCS Section of the EPA with the delivery of environmentally best practice, regulation compliant and well managed building and
