Description of the procurement

The framework agreement will be established on foot of this tender competition / a competition for an initial contract for Terminal Cleaning of prison Environments and Prison Vehicles if and when required. The Irish Prison Service seeks to ensure that all staff facilities and prisoner accommodation and facilities is clean and free from the risk of infection. For clarity, terminal cleaning is a cleaning method used in prison environments to control the spread of infections. It is important to note the service required, is reactive, with a current call out time of 4 hours to any IPS location (that is, call to help desk to onsite personnel is 4 hours). Also, call out may be required simultaneously at a number of locations across the full IPS estates. No call outs will be required after prisons have been secured at 2000hrs. Any calls placed between 1700 & 2000hrs must be attended to by 800hrs the following day. The exception to this will be planned well in advance, an example being, deep cleaning of a production kitchen.

The Irish Prison Service (IPS) invites tender submissions from suitably qualified organisations to carry out general cleaning, deep cleaning, Infection control and terminal cleaning of areas identified in prisons, to include (but not exhaustive): Cells, Shower facilities, Kitchens, Locker rooms, recreation areas, office spaces, official Irish Prison Vehicles.
