Description of the procurement

The Authority requires a suitable Human Resource Consultancy provider to deliver HR consultancy and organisational development services to the Authority, as further set out in the Specifications of Service Requirements in Section 3.3.
The successful Tenderer must also be capable of delivering strategic advice and assistance in the areas of HR strategy, organisational development, and have the competence to deal with statutory, political, governmental, Public Sector, and other key stakeholders. The approximate number of Authority staff is intended to reach 313, and they are/will be based across the various offices of the Authority. In addition, the Authority also accommodates a number of outsourced placements in its offices.

General HR Advice;
• Advice on employee attraction, development and retention;
• Advice and support on Equality Diversity and Inclusion;
• Advice and support in developing HR Strategy;
• Advice on Employee Engagement and Wellbeing Strategies;
• Advice and support in relation to employee relations;
• Advice in relation to training and development of staff;
• Advice in relation to public sector pension schemes;
• Advice on best practice internal HR policy and procedures (SOP);
• Act as advisor to the Head of HR, Director of Finance and Corporate Services and CEO on HR issues;
• Advice in relation to all aspects of redeployment, recruitment, secondment and employment contracts;
• Organise, manage and participate in recruitment and selection processes;
• Advice in relation to implementation and update of the HR policies of the Authority;
• Advice in key areas and developments in Employment Law; and
• Other related services as may be required by the Authority.
Flexibility is a key requirement, the successful Tenderer will be required to be available to deal with out of hour’s queries and take phone calls on a daily basis if necessary.

Additional information

The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure irrespective of the outcome of the competition, or if the competition is postponed or cancelled. All costs incurred by interested parties in participating in this competition must be borne by them.
Any contract award will be subject to a number of preconditions, including production of a current tax clearance certificate or tax clearance statement from the Revenue Commissioners in Ireland. The contracting authority may terminate this competition (or any part thereof), change the basis of and the procedures for the bidding process, at any time, or procure the project by alternative means if it appears that the project can thereby be more advantageously procured.
