Short description

Metrolink will provide a high speed, high capacity, high frequency, modern and efficient public transport service for people travelling along the Swords/Airport to City Centre corridor in Dublin.
MetroLink will be delivered through four main core contract packages. These will be procured as individual public contracts comprising a public private partnership (PPP) in combination with three design-build contracts. As well as these four core contracts, the project will also comprise of a series of advance works contracts packages and a series of directly negotiated bilateral agreements for enabling works.
The primary focus of this phase of consultation is on the proposed PPP contract package, including the potential financing arrangements. The PPP contract will be availability based and is expected to have an operational period of at least 25 years.

Description of the procurement

This Periodic Indicative Notice relates to a ‘preliminary market consultation’ within the meaning given in the Regulation 65 of the European Union (Award of Contracts by Utility Undertakings) Regulations 2016. The purpose of this market consultation is to receive feedback from interested parties on the proposed delivery strategy for the PPP contract package as outlined in the briefing pack. Feedback is sought on the intended scope of services, the role of the PPP Service Delivery Partner, risk allocation, the procurement timetable and to help MetroLink optimise its PPP financing structure.
Any interested parties wishing to respond to this market consultation, whether or not they responded to any earlier consultations, are required to send a request to the contact person (named in Section 1.1) by Wednesday 11 May 2022 seeking to be issued with a copy of the briefing pack for review and completion of the questionnaire contained within the pack by the PIN closing date.
In relation to the estimated total value of the scope covered under this PIN Notice, please note that the design and cost forecast are currently under development.
TII and the National Transport Authority (NTA) will both be taking the role of the Contracting Entity for the MetroLink PPP contract package.
The National Development Finance Agency (NDFA) is the financial advisor to TII for the MetroLink PPP project.
Following receipt of the briefing pack the subsequent closing date for responses to this market consultation is 12 noon on Wednesday 25 May 2022. Responses received after this date may not be considered.
For the avoidance of doubt, all correspondence will be via the eTenders Messaging portal including the issuing and response to the Market Consultation pack.
To be considered an interested party you will need to respond to this PIN seeking a briefing pack, and subsequently submit the questionnaire as referenced above.
Briefing packs will be issued to parties who are considered, at TII's discretion, to be parties who have a bona fide interest in participating in the MetroLink project.

Further, separate market consultation is planned by TII for later in the year focussed on the contracts for the civil engineering works and the expected interfaces with the PPP contract. TII wishes to receive feedback from interested parties on the proposed delivery strategy for the PPP contract package as outlined.

No competitive process will result from this advertisement; any future competitions will be subject to appropriate advertisement via the Official Journal of the European Union (OJEU) and on www.etenders.gov.ie.

Interested parties will not be prejudiced by any failure to participate in this preliminary market consultation. TII will not pay any compensation or fees for attending any meetings or engagements.
Participants in the market consultation may be invited to provide further information at TII's sole discretion. Following receipt of completed questionnaires from participants and other interested parties, TII proposes to invite selected participants to provide further information by way of one-to-one clarification meetings. The purpose of these meetings is to allow TII to further develop and finalise its procurement strategy for MetroLink. It is expected that these clarification meetings will focus on those key issues raised by participants. Participation or non-participation in any engagement during the consultation process will not prejudice participation in any future tender competition.
