Short description
MetroLink will be delivered through four main core contract packages. These will be procured as individual public contracts, comprising of a public private partnership (PPP) in combination with three design-build contracts. As well as these four core contracts, the project will also comprise of a series of advance works contracts packages and a series of directly negotiated bilateral agreements for enabling works.
TII intends to put in place an Owner Controlled Insurance Programme (OCIP) in respect of the MetroLink project. Most, if not all, of the MetroLink contracts and packages will be included in the OCIP. TII will also require that all appointed contractors maintain their own selected insurances (Required Insurances) according to the conditions of the core contracts.

Description of the procurement
This is a Periodic Indicative Notice for the procurement of insurance advisory services in connection with the planning and management of a Project Insurer/Owner Controlled Insurance Programme for the delivery of MetroLink. MetroLink will be delivered through a number of contract packages as part of the overall procurement strategy for the Project. This strategy envisages the delivery of the scheme through four main core contract packages. These will be procured as individual public contracts, comprising a public private partnership in combination with three design-build contracts. The MetroLink Project will also comprise a series of advance works contracts packages and a series of directly negotiated bilateral agreements for enabling works. It is anticipated that most or all of the proposed MetroLink contracts will be included in the OCIP, including some or all of the enabling works packages. The OCIP will be provided by a Project Insurer and the procurement of the Project Insurer and OCIP for MetroLink will be conducted through a public procurement process.

Additional information
To be able to appoint the Project Insurer and to procure the OCIP, TII requires the advice of an experienced insurance advisor to plan and manage the Project Insurer/OCIP procurement process and to identify the accompanying provisions for Required Insurances to be incorporated in the core contracts.
