The advertising business includes, but is not limited to, external and internal positions on network bus and rail fleets, fixed and digital advertising sites at bus and rail stations and nationwide roadside billboard sites (the “Sites”). The current license for the CIE out of home advertising business (the “OOH Advertising Business”) expires on 24th January 2023. Pre-Qualification Applications for a new license to operate the OOH Advertising Business, are now invited from interested parties.

Description of the procurement

CIE is seeking a contractor to fulfil the potential of the Sites, engage effectively with the commuter audience and maximise the revenue return to CIE from the Sites. It is intended that CIE will grant a license to the successful tenderer for the OOH Advertising Business, including transport, fixed and digital formats. The successful tenderer will be required to market, sell, develop and manage the OOH Advertising Business and to maintain the advertising assets in accordance with the terms of the license.

Applicants will be invited to complete a questionnaire (attached) which seeks company details; information on similar contracts undertaken with value, dates, locations and contact names for reference etc; applicants may be requested to provide supporting information such as balance sheets for the financial years specified in the attached Pre-Qualification Questionnaire.
