Description of the procurement
The Tax Appeals Commission wishes to engage a provider for the provision of a case management system that will be hosted on a Platform as a Service (PaaS). The successful tenderer shall:
a) Design and Develop the CMS.
b) Provide a suitable platform to host the service.
c) Support the transition to the new CMS, including data migration from legacy systems.
d) Provide ongoing support for an initial period of 5 years .
The Competition process involves the following stages:
1) Pre-Qualification Stage (this stage): The Pre-Qualification Stage (this stage) will be used to short-list the number of potential tenders based on an evaluation of the responses contained in this questionnaire against the selection criteria. It is anticipated that up to 4 firms will be invited to tender.
2) Initial Tender Stage:
Those invited to tender, will be asked to provide a detailed response to the specification and award criteria.
The Contracting Authority will evaluate those tenders against the award criteria and reserves the right to:
i.) Move straight to a contract award decision without negotiation
ii.) To apply the successive reduction rule to reduce the number of firms invited to the negotiation phase; or
iii.)To invite all firms to negotiation meetings.
3) Negotiation Stage: Tenderers will be invited Invitation to attend a negotiation meeting at which all aspects of the tender submitted may be discussed, including contractual arrangements and costs.
4) Final Tender Stage: Those tenderers who participate in the Negotiation Stage will be accorded an opportunity to submit a best and final offer, which will be assessed against the award criteria.
Please note that the Contracting Authority reserves the right to award the contract directly following receipt of initial tenders without recourse to negotiations with individual tenderers.
Price is not the only award criterion and all criteria are stated only in the procurement documents

The Contracting Authority reserves the right to extend the Term for a period or periods of up to 24 months with a maximum of two such extension or extensions on the same terms and conditions, subject to the Contracting Authority’s obligations at law.
