Short description

The Contracting Authority, in partnership with HSE Estates, is currently developing two key infrastructural projects of national importance on the main Beaumont Hospital campus:
• New Emergency Department;
• New Acute Ward Block Development.
To ensure compliance with the Public Spending Code (PSC), as published by the Department of Public Expenditure and Reform, a Strategic Assessment Report and a Preliminary Business Case are required for both of the above projects. The successful consultant identified by this process shall assume responsibility for producing the required reports, taking cognisance of the fact that design teams for both projects have been appointed and preliminary design work is underway.

Justification:  
In accordance with Article 27.3 of Directive 2014/24/EU, the Contracting Authority is availing of shortened timescales in respect of this competition. The urgency associated with this requirement arises from the fact that the required services will serve to advance nationally-significant capital healthcare projects in an acute hospital environment. On grounds of patient care, time is of the essence in respect of this competition.

The procurement involves the establishment of a framework agreement
Framework agreement with a single operator
In the case of framework agreements, provide justification for any duration exceeding 4 years:  The successful framework operator shall be required to provide consultancy support in respect of two ongoing capital projects, both of which are scheduled to be completed over the forthcoming five year period. It is therefore necessary to ensure that the term of the successful framework operator's appointment corresponds to the term of the capital projects in question.
