- Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the directive
Explanation
In the early hours of Friday 14th May 2021, the HSE became aware of a major cyber-attack which severely impacted ICT services across the HSE. Healthcare services across the country were severely disrupted with real and immediate consequences for the thousands of people who require health services every day. Based on partner firms’ previous experience of supporting major incidents, cyber-security, disaster recovery and business continuity, capabilities and immediate availability of skilled resources, the HSE identified a number of distinct workstreams and allocated them to individual partner firms.
The HSE sought support from Deloitte in the Applications Workstream supporting the HSE Application Leads under the direction of the OoCIO. Deloitte worked to classify and prioritise the application portfolio as per the clinical and business priorities provided by HSE leadership. Deliverables included :
-Providing support to the teams within the sub-streams e.g. Radiology, in identifying/locating/defining the applications and locations aligned to the clinical themes and supporting the flow of priority solutions into the ‘getting to green’ process with the Accenture/FireEye process.
- Ongoing monitoring and relevant communication back through the key stakeholders including the OCIO, Incident Management Team and HSE leadership.
-The team worked closely with Accenture in providing visibility of the pipeline of priority activities coming from the business and technology teams and flowing into their process.
- Infrastructure engineering input (as required) to the various sub-workstream discussions.
- The development of an agile operational model to move applications into the ‘getting to green’ process with Accenture/FireEye
- Ongoing monitoring of progress for ‘in flight’ priority systems and aligning the prioritisation listings
- Work with the various sub-workstreams to gather information relevant to sequencing decision making e.g. dependencies-Supporting OCIO teams in the identification of potential contingency solutions – where feasible and in line with risk considerations
- Ongoing recalibration of the priority applications in line with the needs of the clinical services and business imperatives-All materials and support for the daily stand-ups, leadership reporting are prepared via the team for onward sharing with via the Application Team Leads.
- Assistance with the development of the decision making process to enable focus of resources on those areas that deliver the optimum benefits to the organisation
- PMO support to the Application workstream
