Description of the procurement

The Specialist Energy Performance Consultants (EPC) Team shall assist in the delivery of the project safely, on time, within budget and to the highest quality standards required and provide these services in a manner consistent with, and directed at achieving these objectives.
The HSE will to appoint Specialist Energy Procurement Contracting Advisory Consultancy Services (“EPC Team”) for the purpose of:-
• Assisting the Technical Advisor (TA) Team with the project, and ensuring the project is completed in full compliance with all statutory requirements and client requirements.
• Assisting with Managing, reviewing and ensuring the Designs fully comply with the Clients requirements to demonstrate compliance with the Governments Climate Action Plan (incl Appendices and Annex), Department of the Environment, Climate and Communications, Published on 17 June 2019, Last updated on 30 May 2020 for 10 No. Pilot Sites
• Develop Output Specification for ESCO procurement and Contracts; seek assistance from the TA Team and DT as appropriate and required. Completed contracts are to be classified low risk under the Guide to the statistical Treatment of Energy Performance Contracts May 2018
• Develop an EPC Contractors Framework under OJEU procurement, developing the market place and the capability of the market to deliver the project pipeline
• Procurement and Delivery of 10 No. ESCO Pilot Sites (locations TBC) using the framework
• Input into the process for scaling of project from 10 No. pilot sites to 150 sites
• Collaborate with:
 HSE
 Technical Advisor Lead and Technical Advisor Team
 Design Team Lead and Design Team
 Any other external agents as deem appropriate by the Client, such as Codema, Local Authorities etc.
 Central Statistical Office
 The framework contractors
