  • Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the directive
Explanation
Under Article 32.2.C of Procurement Directives EC 2014/24, negotiations took place in an emergency service due to HSE Randsomeware attack. The Acute laboratory sector was under extreme pressure given the loss of all network systems. As a result the communication of results was not possible other than through pen and paper, and the HSE sought to relieve this pressure by diverting GP laboratory testing to a third party Supplier on a temporary basis.
This award notice relates to dates between 31st May 2021 to 18th July 2021
