An Post are using the Accelerated Restricted Procedure to meet an urgent need for new Cloud-Based Human Resources Management Solution software (“HRMS”).
The type of contract to be awarded is a single-party framework agreement with a duration of 3 years with An Post having an option to extend that duration by up to a further 5 years (i.e. up to 8 years in total). In establishing a single party framework, the contracting authority at its sole discretion reserves the right to engage in a separate procurement procedure outside of the frameworks for any contracts arising within the lifetime of the framework agreement SOW requirements will include supply and on-going service support for HRMS software licences and licence upgrades if and when required. Due to the urgency of An Post’s need for a HRMS, the deadlines for applicant submissions during this tender process are shorter than normally used by An Post (while remaining within minimum requirements).

Description of the procurement

An Post is tendering to meet an urgent need for new Cloud-Based Human Resources Management Solution software (“HRMS”). An Post are using the Accelerated Restricted Procedure to meet an urgent need for new Cloud-Based Human Resources Management Solution software (“HRMS”).
The type of contract to be awarded is a single-party framework agreement with a duration of 3 years with An Post having an option to extend that duration by up to a further 5 years (i.e. up to 8 years in total).
In establishing a single party framework, the contracting authority at its sole discretion reserves the right to engage in a separate procurement procedure outside of the frameworks for any contracts arising within the lifetime of the framework agreement. In particular, during the framework agreement, individual Statement of Works (SOW’s) will be awarded to the chosen contractor.
SOW requirements will include supply and on-going service support for HRMS software licences and licence upgrades if and when required.
Due to the urgency of An Post’s need for a HRMS, the deadlines for applicant submissions during this tender process are shorter than normally used by An Post (while remaining within minimum requirements).
