Short description

This Voluntary ex ante transparency (VEAT) notice acknowledges that Trinity College Dublin proposes to issue a contract to nanoFCM Co. Ltd. for supply of a Flow nanoAnalyzer. The intention is to enter a short term lease agreement to verify the capability of the instrument. A VEAT notice is published in recognition that the research project, or future iterations, may result in a purchase of the instrument. NanoFCM Co., Ltd. offers technology has the unique ability to perform multiple parameter analysis on sub-micron particles, which are typically too small to be detected by conventional and micro flow cytometry. In addition to the assessment of fluorescent probes on small particles, nano-flow cytometry measures particle size, size distribution and concentration similarly to a particle analyser, and with the accuracy & resolution of electron microscopy.

Description of the procurement

This Voluntary ex ante transparency (VEAT) notice acknowledges that Trinity College Dublin proposes to issue a contract to nanoFCM Co. Ltd for supply of a Flow nanoAnalyzer. NanoFCM Co., Ltd. offers an instrument with the unique ability to perform multiple parameter analysis on sub-micron particles, which are typically too small to be detected by conventional and micro flow cytometry. The NanoAnalyzer platform offers a flexible, high throughput solution to both academic and private research organisations working on nanoparticle entities. Fluorescence-based detection can perform using a vast array of fluorophores already commercially available, and familiar staining protocols. By simultaneously measuring the scatter signal for each particle, it is possible to derive the size characteristics of each subpopulation, as well as their absolute concentration.
The NanoAnalyzer which is unique and specifically designed for nano- particles/objects size, concentration and fingerprinting specificity as preclinical characterisation research.

Section IV: Procedure

IV.1)

Description

IV.1.1)

Type of procedure

Award of a contract without prior publication of a call for competition in the Official Journal of the European Union in the cases listed below
  • The works, supplies or services can be provided only by a particular economic operator for the following reason
    • absence of competition for technical reasons
Explanation
The system is built on IP protected technology (Patents in USA (US2015/0233812A1) Europe (EP2908119A1)) that can be used to record and distinguish between tens of nanometre size range objects such as nano- particles, biological samples or objects.
No other commercially available system can be used to achieve the results offered by the proprietary technology.
The uniqueness of the Flow nanoAnalyzer emerged in a recent publication lead by TCD Principal Investigator jointly with several instrumentation companies, inclusive of nanoFCM, where it is shown that the system is capable of processing size, concentration and fluorescent fingerprinting in the specificity of the particles or objects in the nanoscale range where to acquire unique information for the sample under investigation.
The Flow nanoAnalyzer is working on the ability to measure simulateneously particles as physical objects by scatter and biomechical functions by fluorescence simulatenously and quantitatively (conventional flow cytometers acheive that only for objects larger than 300-500nm+ in diameter. NTA doesn't measure simultaneously scatter and fluorescence).
