Dublin City Council is seeking to trial the provision of innovative solutions in order to better manage the on street storage and presentation of household and commercial waste in Dublin.There are many areas in Dublin and nationally where the use of wheeled bins for the presentation of waste is not possible due to the physical characteristics of the locality and the availability of waste storage space within premises.These premises are designated as being located in areas where plastic bags may be used to store and present waste for kerbside collection by authorised waste collectors. The use of plastic bags for the on street storage and presentation of waste causes significant issues regarding the creation of litter.The appearance of waste bags also detracts from the streetscape and visual amenity of the city generally.This opportunity is to seek alternatives that provide for a more secure and reliable form of waste container, where the use of wheeled bins is not possible.

In May 2020, Dublin City Council(DCC) published an open market consultation call through a Prior Information Notice (PIN) Ref: 169814.DCC is now seeking responses for innovative solutions to address this challenge.This is a pre-commercial procurement (pcp) for R&D services. Please note that this project is subject to funding.
Please note due to the current COVID-19 pandemic, facilitation of all meetings, site visits, clarification meetings, & assessments of samples, etc. (as applicable) is severely impacted.
Where possible the Contracting Authority will put in place alternative arrangements such as on-line meetings, etc. Likewise, anticipated dates (closing date for receipt of clarifications or tender submissions) may change. Suppliers will be kept fully up to date at all stages through the eTenders messaging system.
1. Participation in the open market consultation that was held as part of the preparation for this procurement is not a prerequisite for submitting a tender.
This procurement is exempted from the WTO Government Procurement Agreement (GPA), the EU public procurement directives and the national laws that implement them. This is because it concerns the procurement of R&D services where the benefits do not accrue exclusively to the contracting authority for its use in the conduct of its own affairs.
Publication of this contract notice in the EU Official Journal is not to be understood as a waiver of this exemption. Publication is made on a voluntary basis and the procurement will not follow the procedures under the EU public procurement directives, but rather the procedure described in the tender documentation.
The open procedure was chosen in Section IV.1.1) ‘Procedure’ for formal reasons only. This is because it is not possible to publish a contract notice without selecting one of the listed procedures.

4. Suppliers should note the following when making their submission:
