Short description
This is a call to competition by Iarnród Éireann (IE) for the procurement of the Supply of the Remote Monitoring of Railway Assets Communications Platform.
The various general requirements of the monitoring communication system are as follows:
- The system shall be accessible by IÉ personnel (and any third parties to whom IÉ wish to share the system) via a web platform (accessible through standard web-browsers) with a secure password-protected login. The web platform should also be accessible by a mobile smartphones.
- The communications system shall have “cloud-based” storage.
The system will initially be required to store and process information for up to 3,200 sensor channels at up to 312 sites communicating in near real-time and should have sufficient capacity to increase the storage/processing capabilities for up to 10,000 sensor channels.

Description of the procurement
Iarnród Éireann (IÉ) are currently developing the design of systems for active monitoring of particular remote railway civil infrastructure items (assets). It is envisaged that these systems will provide IE with timely and effective warning and monitoring systems in order to determine for example; actual status, conditions and if these assets are becoming compromised within specified parameters. These systems may (as a minimum) have alert modes which will indicate failure in the following scenarios:
• The monitored assets itself (failure in part and full)
• Any part of the monitoring equipment/system
• The ability for the system to accurately report actual asset status
• Any fault which effects the operation and management of the system
In order to perform the data storage and alarm communication requirements of these systems, IÉ are seeking to procure a communications system prior to installation of the monitoring equipment.
The various general requirements of the monitoring communication system are as follows:
- The system shall be accessible by IÉ personnel (and any third parties to whom IÉ wish to share the system) via a web platform (accessible through standard web-browsers) with a secure password-protected login. The web platform should also be accessible by a mobile smartphones.
- There shall be no limit to the number of logins to the system, and the rights to usage of the system by any third parties shall be to the sole discretion of Irish Rail.
- The communications system shall have “cloud-based” storage.
The system will initially be required to store and process information for up to 3,200 sensor channels at up to 312 sites communicating in near real-time and should have sufficient capacity to increase the storage/processing capabilities for up to 10,000 sensor channels.
A separate tender process will be conducted for the supply and installation of asset sensor systems which this communication platform will support.
Price is not the only award criterion and all criteria are stated only in the procurement documents
