Justification:
1. There are genuine reasons for extreme urgency – timescale to complete, the availability of contractors and materials is of fundamental concern in that a failure to act immediately will effectively mean the project would have to be cancelled
2. The situation is not attributable to the contracting authority – The funding is not available to the contracting authority through any other means
3. It is not feasible to comply with the usual timescales in the 2016 Regulations – In the current market even if the time was available the requirements of the market, availability of materials and execution of the project render the timelines unachievable
4. The events that have led to the need for extreme urgency were unforeseeable – funding stream could not have been foreseen or provision made to facilitate its expenditure in the absence of the option proposed
