Justification:  
There is need to reduce the tender response time to 20 days. This is to support addressing a number of risk, compliance and audit findings the Irish Prison Service identified the development of Performance and Risk Management Metrics as a key business priority in 2019. A data analytics project commenced and in order to leverage from this new system key metrics across all operations and business areas require identification and development. Due to Covid-19 the project was somewhat delayed in 2020. There is no an urgent requirement in 2021 to implement Performance and Risk Management Metrics to support the estate across many of its key business areas including the implementation of the functional structure in mid-2021 and the establishment of a Risk Assurance & Compliance unit.
