Description of the procurement
It is envisaged that the scope of services of any given Call off Contract under the Framework Agreement will be, but are not limited to;
The expected scope of the Contract includes but is not limited to the provision of the following public relations (“PR”) services and other services including media relations services, financial PR, crisis communications, corporate affairs and public affairs services.
The scope of services is also expected to include:
• Provision of the above services in order to build and enhance Ervia’s reputation in the energy market and water sector in Ireland;
• Assisting in relation to Ervia’s engagement and reputation with key stakeholders and decision-makers in the political, economic and customer arenas in the Republic of Ireland;
• Supporting the introduction and establishment of the Ervia and Gas Networks brands and to support the building of the Irish Water brand;
• Supporting Irish Water in its delivery of an ambitious programme of reform across all aspects of water services ;
• Supporting Gas Network Ireland’s gas advocacy agenda and strategy to grow the Irish gas market;
• Facilitation of gas and water infrastructure development through stakeholder engagement and event management ; and
• Offsetting the negative impact of any potential PR crisis situations including any arising out of gas network or water service incidents.
Government Affairs Services;
The scope of services is also expected to include but not limited to:
• Legislative and regulatory monitoring
• Evaluation of regulatory risks for the business
• Preparation of concepts and recommendations
• Engagement with key audiences and stakeholders
• Industry engagement
• Lobbying
• Influencing policy
Applicants should note that from time to time over the term of each Multi Party Framework Agreement, the Contracting Entity, at its sole discretion but without altering the overall nature of the Multi Party Framework Agreement, may require to modify the scope of the framework agreement to reflect technical advancements and/or unforeseeable requirements required for Public Relation Services. The conditions under which such option may be exercised by the Contracting Entity will be outlined in the ITN document.
Ervia is procuring Public Relation services. The successful supplier may be required, during the course of the framework, to enter into separate framework agreements with GNI in relation to the provision of the services. The new arrangements will stand separate from the arrangements with Ervia.
