Description of the procurement

The Design, planning & statutory consent(s), design team leader, construction management and final certification of a proposed Heritage Led Regeneration Project at Rathmullan, Co. Donegal to provide a Museum of Atlantic Culture & Heritage, Community Hub, re-imaged Village Square (performance space), cafe, shop and toilets, pop-up stalls, a suite of integrated high quailty and multi functional amenity spaces and pedestrian infrastructure at the Napoleonic Gun Battery and in the historic core of Rathmullan, Co. Donegal.
The design solution should address the following broad objectives:
Rejuventating the village, creating a heart for the community, creating a more attractive place to live and work.
Enhance cultural awareness and community identity
Reinforce the heritage identity of the area
Improve connectivity and mobility through the village from the Abbey to the Gun Batttery and beyond.
Ensure high quality public realm spaces for recreation, improving health through active living
Realise the potential of tourism in the area - recreational, hertiage and food
Harness natural assets and encourage Biodiversity
The outcome of the process must have clear positive impacts on the village in terms of place-making and village regeneration. It is an aspiration of Donegal County Council that the rejuvenation of the village would positively impact for the local community as well as tourism.
The appointed Consultant shall be required to accept the role of PSDP, Design Certifier, Assigned Certifier and Employer's Representative for the construction contract.
The Consultancy service shall be an all in package and incorporate all necessary competent sub-consultants e.g. Conservation, Archaeological, Ecological, Structural, Civil, Mechanical & Electrical & Quantity Surveying etc. as required to ensure a successful completion of the project on time and within the budget.

Description of options:
Stage 1 of the project is being part funded by Donegal County Council (the Client) with additional funding being made available by community project partners Rathmullan ‘The Way Forward Group’ and enabled by altruistic funding.
The services for all 5 stages will be procured on a staged basis and Stages 2-5 will only proceed if capital works funding is subsequently secured to allow for the continuation of staged services through detailed design, tender evaluations and award of construction contract and construction management to include inspection of the work on site, final certification and handover of the work.
