Justification:  
The Contracting Authority has previously tendered for these services previously in 2020 (2020/S 213-522246 refers). No suitable tenders were submitted. The Contracting Authority could use the Negotiated Procedure without a Call for Competition in these circumstances. However, the Contracting Authority's preference is to engage the market through a competitive tendering process. Given the severe disruption caused by the COVID-19 emergency and the effect this having on the provision of services in this market, the Contracting Authority wishes to utilise the accelerated procedure to support its efforts to identify a suitable supplier.
