Short description
The objective of this Request for Tender (RFT) is to appoint a service provider for the provision of expert analytical services to further support Ireland’s development of policy to comply with Article 7 of the Energy Efficiency Directive. Directive 2018/2002 (amending Directive 2012/27/EU) came into force on 24 December 2018. The services required are policy analysis, economic analysis, cost benefit analysis & modelling of potential scenarios which will enable Ireland to meet its Article 7 target. As well as support with the transposition of the new Energy Efficiency Directive requirements into national legislation. These services will be required to support the transposition of the EED, the provisional date for this is September 2021. Description of the procurement
The objective of this Request for Tender (RFT) is to appoint a service provider for the provision of expert analytical services to further support Ireland’s development of policy to comply with Article 7 of the Energy Efficiency Directive. Directive 2018/2002 (amending Directive 2012/27/EU) came into force on 24 December 2018. SEAI are supporting the continuing consultation process and the ongoing development of legislation by DECC. The indicative timeline for this consultation is January 2021-September 2021.
The services required are policy analysis, economic analysis, cost benefit analysis & modelling of potential scenarios which will enable Ireland to meet its Article 7 target. As well as support with the transposition of the new Energy Efficiency Directive requirements into national legislation. This may require additional analysis or modelling based on the outcome of the ongoing public consultation process. These services will be required to support the transposition of the EED, the provisional date for this is September 2021. It is intended that these services would be delivered primarily through collaboration with the EEOS team in SEAI.
