BELOW EU THRESHOLD
The RFT seeks proposals for the ongoing Mgt & Dev of the Home-heating Appliance Register of Performance (HARP) database that provides certified info on efficiency of heating appliances available in Ireland.
A single supplier will be appointed to manage HARP, and all ancillary services who will be experienced in
•Relevant test standards, appliance efficiency calculations & use of certified data;
•Database Development & Mgt
•Technical support experience
Relevant interests must be declared as part of their submissions in relation to companies, products and services that could be related to this RFT. Interests include (not limited to):
Provision of BER assessments; Supply, manufacture / installation of heating systems and/or controls; Construction of buildings.
NOTE: Service Providers involved in the supply or manufacturer of heating systems are not eligible for this tender.

Description of the procurement

THIS BELOW EU THRESHOLD advertised in OJEU
The objective of this RFT is to seek proposals from suitably qualified and resourced organisations for the ongoing management and development of the Home-heating Appliance Register of Performance (HARP) database. HARP provides certified information on the efficiency of heating appliances available in Ireland
A single successful organisation will be appointed from the tender submissions received to manage HARP, as well as providing all relevant ancillary services required in this role to SEAI as required.
The successful Services Provider will be particularly experienced in the areas of:
• Relevant test standards, appliance efficiency calculations and use of certified data;
• Database development and management;
• Technical support experience.
All tender submissions must declare relevant interests of the tendering organisation or individuals connected to that organisation in relation to companies, products and services which could in any way be related to this RFT. Relevant interests include (but are not limited to) the following activities:
• Provision of BER assessments;
• Supply, manufacture or installation of heating systems and/or controls;
• Construction of buildings.
NOTE: Service Providers involved in the supply or manufacturer of heating systems are not eligible for this tender.
Work will generally take place at the workplace of the successful tenderer. However, occasional meetings at SEAI’s offices may be required, but this is likely to be at most twice per annum. Communications with SEAI will mainly be carried out by phone or email. Successful tenderers will be expected to work at SEAI’s request in a flexible manner, and sufficiently resource the project to maintain the database and submissions processes on an ongoing basis for the duration of the contract.
