A Software-as-a-Service (SaaS) based software solution to address the demand for a best-in-class online collaboration platform to mitigate potential travel restrictions arising from the global COVID-19 pandemic. Therefore this competition invokes accelerated timescales and has used a post-pin eTenders template. The solution should deliver the highest quality interactive educational experience in situations where students cannot physically attend a lecture/class or where a blended learning approach is applied. Students must easily log in via a web-browser over a standard internet connection from both on and off-campus locations.
It is anticipated that vendors will specialise in software delivery. Trinity understands a separate competition may be required for compatible hardware to complete the full system.

Justification:  
The COVID-19 outbreak has given rise to an urgent need for the Provision of an Educational Video Conferencing and Collaboration Solution . This has resulted from the global uncertainty on timescales for lifting of travel restrictions. An online service to facilitate remote learning is therefore of high priority to TBS and the wider Trinity community. The complexity of the requirement implies the outcome of this tender will influence additional tenders for hardware and building works associated with delivery of the project. The video conferencing solution, including any hardware, must be fully tested and operational by 30th September 2020. This does not give Trinity College Dublin sufficient time to comply with the standard open procedure timescales for this procurement. Accordingly, this competition is issued using the accelerated timeframes permitted under the Public Contract Regulations 2015 (regulation 27(5) for the open procedure in respect of this procurement.
